Automation and Single Window Solution for Kuwait Government

Background

The Kuwait Government embarked on an ambitious project to modernize and manage the Kuwait Customs operations more efficiently. Some of their operational challenges included the lack of a formal framework, multiple submissions of documents, and inefficient exchange of information. MicroClear®️ platform addressed these issues effectively over time.

Solution

The solution involved automating a completely manual process and implementing a single form, single submission, and single interface system. The engagement also involved building and operating border stations in Kuwait under a 25-year BOT contract.

The solution implemented enables the following:

  • Online exchange of information and e-submission of cargo details.

  • A fully integrated end-to-end web-based customs solution.

  • Integration with GCC countries, facilitating goods and duty transfer across GCC countries.

  • An integration hub connecting labs, customs, operators, and Other Government Agencies (OGAs).

  • Single e-submission of documents and exchange of information among stakeholders.

  • Improved customs and tax revenue collection.

Seamless Integration

The solution was integrated extensively with existing critical systems, involving:

  • 6 OGA System to System integrations through API, FTPS

  • 16 OGAs operating directly within MicroClear®️

  • Integration with various government solutions and services, including the Central Bank of Kuwait, Civil Aviation, Port Authorities, and Payment Gateways

  • Collaboration with 13 operators, including Container Terminal Operators, Airport Ground handlers, and Express Couriers

  • International integration with entities such as Vehicle Boarder Services, Declaration Services, Shipment and Duty Transfers, Cargo Information Services across Kuwait, KSA, GCC, US Customs, and Abu Dhabi.

It also connected vital Government agencies such as:

  • Government Agencies Environment Public Authority (EPA) including Waste Management Department, Ozone Section, Chemical Safety Department

  • Public Authority for Food and Nutrition

  • Kuwait Fire Force

  • Public Authority for industries

  • Ministry of Commerce and industries

  • Central Bank of Kuwait

  • Kuwait statistics bureau

  • Kuwait Chamber of Commerce.

  • General Department of Traffic

  • Ministry of Interior

  • Kuwait Interpol Service

  • Director General for Civil Aviation (DGCA)

  • Ministry of Justice

Key Results

The implementation of this solution led to significant improvements:

  • Customs clearance times were reduced by 4 times 3 (from an average of 21+ days to 72 hours).

  • Government revenue increased by over 58% 3.

  • 30% increase in commercial and security finds

  • Reduced shipment documentation from 15 to 4 (11 documents eliminated per shipment)

  • Customs approvals in 30 minutes and physical inspections in under 2 hours

  • 19 million sheets of printed paper eliminated per year
